"The City and County of Denver ("Denver") supports the Partial Cover Lowered Alternative ("PCL") as the best and most viable option to deliver a project that will serve the complex needs of our residents, commuters and the region as a whole, as noted through the regional leaders' letter from June 2013 and the Denver City Council resolution from April 2014. We value the large investment that CDOT is making in this critical piece of highway infrastructure for our state. To get this right, it is imperative that this project support the Elyria, Swansea and Globeville neighborhoods as well as Denver as a whole. On behalf of the residents of Denver, my administration will continue to ensure that the I-70 East SDEIS supports the vitality and strength of the surrounding communities. ..."

"Concerning the reconstruction of Interstate 70 through Northeast Denver. Whereas, while the Globeville Elyria and Swansea communities are already endowed with a vital constellation of unique community assets, from recreation facilities such as Swansea Park, Argo Pool, and the Colorado Miners Recreation Center; to resource providers such as Clínica Tepeyac, Focus Points Family Resource Center, and Valdez-Perry Library; to community gathering spots such as The Growhaus, and Globeville Community Center, the reconstruction of I-70 has the potential to better connect local families and children to these assets and better leverage the important resources already available within the community for its residents to build upon and improve their own quality of life; and ..."

"It has come to our attention that a small number of people believe the decision by CDOT and the I-70 PACT stakeholder group to leave I-70 on its current alignment should be disregarded and that the option of realigning I-70 along the I-270 route should be unilaterally pursued. The City and County of Denver, Adams County, and the City of Commerce City continue to support CDOT's decision to keep I-70 on its current alignment and place it below grade for the following reasons: The City and County of Denver, Adams County and the City of Commerce City continue to honor the tremendous work of the I-70 PACT, which consisted of key stakeholders, including residents, businesses and community leaders. ..."

"As a member of the I-70 East EIS Intergovernmental Compliance Committee (ICCC) since 2003, the county has provided numerous comments to CDOT on the various alternatives proposed to improve transportation along I-70 from I-25 to Tower Road. This includes actively participating in the most recent Preferred Alternative Collaborative Team (PACT) process which we highly commend CDOT and the Federal Highway Administration for establishing to identify a preferred alignment. Since our official letter submitted to CDOT in March 2009 on the Draft I-70 East Corridor EIS, the county has actively supported improvements remaining on the existing alignment. ..."

"Adams County Economic Development, Inc. (ACED) supports CDOT's preliminary preferred alternative for the I-70 East project – the Partial Covered Lowered Alternative with Managed Lanes Option. ACED is a 501(c)(6) private, nonprofit economic development agency whose mission is to retain, attract and serve primary employers in Adams County. ACED's Board of Directors voted to support the preliminary preferred alternative upon the unanimous recommendation of ACED's Transportation Taskforce. ... ACED congratulates CDOT on developing a workable solution that not only improves I-70 on its existing alignment, but also presents an alternative the North Metro business community can support. ..."

"The City of Aurora supports CDOT's preliminarily identified preferred alternative for improvements to the I-70 East Corridor as identified in the I-70 East Supplemental Draft Environmental Impact Statement (August 29, 2014). This alternative is titled the Partial Cover Lowered Alternative with Managed Lanes Option. Aurora recognizes the significant efforts that have been put forth working with an amalgam of stakeholders comprised of corridor residents, businesses and a variety of jurisdictions over the last decade, to reach a package of proposed improvements for the I-70 Corridor between Brighton Boulevard and Tower Road. I-70 is rapidly deteriorating and continues to experience increasing congestion throughout major time periods during the day and night throughout all segments. It is crucial that improvements focusing on safety and congestion are realized throughout the 1-70 East Corridor. ..."

"Thank you for the opportunity to comment on the I-70 East Supplemental Draft Environmental Impact Statement. For more than a decade, the City of Commerce City has been involved in the I-70 East Project, collaborating with a wide variety of stakeholders to find compromise solutions that balance critical regional mobility needs while minimizing impacts of the interstate to adjacent neighborhoods. The City supports the Partially Covered Lowered Alternative: Basic Option as the best and most preferred alternative to deliver a project that fully integrates with the needs of a regional transportation system while providing access to and addressing the complex challenges within our communities. We also support the expansion of managed lanes to reduce congestion within the region and hope the proposed I-70 tolled express lanes will connect someday in the future with a similar solution on Interstate 270. ..."

CMCA supports this alternative because it: (1) is broadly supported by the public, the business community and local officials; (2) improves safety and mobility for all users of I-70; (3) meets the purpose, need, goals, and objectives identified for this project; (4) restores and enhances the community and the social environment; (5) provides essential access to I-70 at Vasquez Blvd, without the need for a roundabout. "The North Area Transportation Alliance (NATA) is a coalition of thirteen local governments, the Metro North Chamber of Commerce, Adams County Economic Development and Smart Commute Metro North Transportation Management Organization in the north east quadrant of the metro Denver area. NATA's partnership of public and private entities work collaboratively to identify, develop, advocate and promote transportation solutions that will enhance mobility, drive economic development and reduce traffic congestion in the north area. Since 2012, our organization has been supportive of the proposed alternative to remove the I-70 viaduct and reconstruct this portion of the interstate below ground. This alternative, known as the Partial Cover Lowered PCL Alternative is identified in the Final ES and continues to have NATA's support. We believe this is a solution that addresses the acute and chronic traffic congestion, and safety needs facing this corridor while balancing the interests of the local communities. ..."

NATA's partnership of public and private entities work to identify, develop, advocate and lobby for transportation solutions that will enhance mobility, drive economic development and reduce traffic congestion in the north metro area. ... It is our understanding that an alternative realignment option has been proposed that would re-route I-70 using I-76 and I-270. Our concern with this realignment option is that it primarily impacts the north metro area and simply shifts the problem to the north, compounding significant congestion issues that have yet to be addressed. NATA does not support this option and requests it be removed from consideration. ..."
