30-day review and comment period
CDOT is seeking public review and comment on recently updated air quality analysis which demonstrates that the I-70 East Project meets all national air quality standards. This analysis, which is required by the Federal Clean Air Act, is an important component of the environmental study. As described below, the public is invited to review a summary document (also provided in Spanish) and the full technical report.
The Clean Air Act Section 176(c) requires that federally supported highway and transit project activities are consistent with state air quality goals, found in the state implementation plan (SIP). The process to ensure this consistency is called Transportation Conformity. Conformity with the SIP means that transportation activities will not cause new violations of the health-based national ambient air quality standards (NAAQS or "standards"), worsen existing violations of the standards, or delay timely attainment of the relevant standard or required interim milestones.
What is Available for Review?
The document included at the above includes an overview of the project and discussion on the Preferred Alternative and the Central 70 Project, which was introduced as Phase 1 of the identified Preferred Alternative in the Final EIS. It also includes updated air quality analysis results and draft conformity determination. Reports attached to the document include: Draft Air Quality Conformity Report and Updates to the Air Quality Technical Report.
How long is the Review Period?
The document, along with the attached reports, are being provided for review and comment from December 16, 2016 to January 14, 2017. A draft conformity determination was not made in the Final EIS, but is included in this document and a final conformity determination will be included in the Record of Decision (ROD) in compliance with 40 CFR §93.
